Constitution

GENERAL
- The association shall be known as Drumsagard Village Residents Association.
- The aims are to promote residents' interests and develop social and community awareness.
- The association shall be strictly non-political and non-sectarian.
MEMBERSHIP
- Membership is open to all households within Drumsagard Village estate.
- Members shall pay an annual fee determined by the committee at the Annual General Meeting, due within 8 weeks of the AGM.
- Fees are normally collected by Committee Members, but payment responsibility is with the individual household.
- A register of members shall be kept by the Treasurer.
- Membership benefits apply to all household residents, except those under 18 cannot vote at General Meetings.
- Households with overdue subscriptions lose voting and membership privileges.
MANAGEMENT
- The association is managed by a committee elected annually at the AGM.
- The Committee shall have at least 4 and maximum 15 members.
- The Committee appoints a Chairperson, Vice-Chairperson, Secretary, and Treasurer.
- Committee quorum is one-half of members.
- Members missing three consecutive meetings are deemed to have resigned.
- Only one office bearer per household; two members from same household may serve on the committee.
- Chairperson has casting vote in case of a tie.
- The Committee meets at least six times per year.
GENERAL MEETINGS
- Annual General Meeting held in June to review reports, elect committee, and conduct business.
- Special General Meetings can be called by committee or 12 member households with written notice.
- Meetings are open to Drumsagard Village residents; visitors admitted at committee discretion.
- Meeting quorum is 25 voting members.
- Meeting minutes available to members upon written request within 21 days.
ACCOUNTS
- Funds deposited in association bank account, requiring joint signatures.
- Accounts audited before AGM by appointed persons or professional accountant.
- Accounts available for inspection at AGM.
CONSTITUTION ALTERATIONS
- Constitution can only be changed at AGM or Special General Meeting, with proposed changes submitted 10 days prior, requiring two-thirds member approval.
DISSOLUTION
- Dissolution only at specific Special General Meeting.
- Dissolution requires two-thirds member approval.
- Funds and assets disposed per member wishes.
